Obituary

Columbus, N.C. - Edward Emmett Dougherty, a resident of Tryon Estates, died suddenly there on October 5. Born in Atlanta, Mr. Dougherty spent most of his childhood in Washington, D.C. Following his retirement in l973, he and Mrs. Dougherty moved to Georgia and lived on Jekyll Island and in Atlanta until they entered Tryon Estates in 1997. After attending St. Albans School for Boys at the National Cathedral in Washington, he graduated from Central High School there and attended Benjamin Franklin University. During World War II, he was a tank platoon leader with the 32nd Armored Regiment of the Third Armored Division. After 23 years of active and reserve service, he retired with the rank of Lieutenant Colonel. Mr. Dougherty joined the federal government in 1935 and, for eighteen years prior to his retirement, served with the Internal Revenue Service where he was Chief of the Protective Programs Branch at the agency's National Office in Washington. He was directly responsible for a number of Service-wide programs in the areas of disaster planning, physical and document security and accident and fire-protection. During the course of his career, he received numerous awards for exceptional service, including the Commissioner's Award from the Internal Revenue Service, the Exceptional Service Award from Treasury, the highest awards given by these agencies, and a citation of excellence from the Federal Safety Advisory Council. He authored a book used as a text in Police Pursuit Driving. Mr. Dougherty was a charter member of the Mount Vernon Presbyterian Church of Alexandria, VA and served there as Deacon, Elder, and Clerk of Session. Locally, he was a member of the Columbus Presbyterian Church. As an enthusiastic amateur magician, he enjoyed performing on occasion for his many friends at Tryon Estates. He was a member of the American Society for Industrial Security. While living on Jekyll Island, he was an active member of the Lions Club, collaborating with MAP International and the Georgia Lions Lighthouse Foundation, Inc., and with initial financing provided by the Jekyll Island Lions Club, he personally organized and put in motion a statewide Lions program to collect eyeglasses and ship them to the visually impaired throughout the world. Mr. Dougherty is survived by his wife Margaret (Maggie); a son Michael of Alexandria, VA, with his wife Dana Daspit; a daughter Diane, wife of Dr. Hugh McKinnon of Cincinnati, OH; and four granddaughters, Margaret (Meg), Caroline (Carrie), and Josephine (Josie) McKinnon, all of Cincinnati; and Carson Dougherty of Alexandria, VA.
